Sure. But the further north you find a doctor who does it, then the cheaper it will be and the doctors up here are very competent.
Check the Northern Ontario cities of Sudbury and North Bay and I bet you'll get great service at a fair price.

Yes you can. But.......you are not a Canadian citizen and will be charged. Not to mention that simple proceedures have a very long waiting time sometimes up to 3 years.

You'd need an canadian opthamologist to do it and I think it'd be pretty expensive as you don't have a Health Canada card and it'd be totally out of pocket expenses.
