It's actually much worse than that. If there were ever a universal flood, no fish would survive. Fresh water fish would be unable to "breath" and salt water fish wouldn't be able to "breath" because of the massive amounts of silt in the water stirred up by the turmoil of a universal flood.

Drowning is death due to asphyxia caused by immersion in fluid, usually water.
So, to drown a fish you would remove the fish from the water. Fish can only breath in a water medium where humans can only breath in a gaseous medium.

Drown is to die from fluid in the lungs.
So if a fish normallly has fluid in their gills/lungs, to drown them would be take that away.
Soo...to drown a fish...take them out of the water.
