That design is derived from the Sacred Heart symbolism characteristic of some christian denominations, Catholic and Lutheran in particular. I think this is a particularly cool looking and meaningful symbol.

If you watch the Romeo + Juliet that came out in about 1996, Tybalt (played by John Leguizamo) has a tatoo that looks like this in the center of his chest. I'm not really the tatoo type (note the suit in my avitar...), but if I were to get a tatoo, I think that would be an awesome one to get.

IT is the "sacred heart of jesus" also known as the "scare cuoer"

The Sacred Heart of Jesus is one of the most recognizable symbols of the Catholic faith. The image originated in France near the end of the seventeenth century when a nun named Marguerite Marie Alacoque began to publicize her mystical visions of Jesus, who told her devote herself and the country to the veneration of his heart. St. Mary-Margaret's vision, of a heart entwined with thorns and flames, sprouting a cross from the top, was drawn from the visions of earlier mystics, and possibly from alchemical imagery common at the time.
