The "pins and needles" feeling or ones foot starting to "fall asleep" is cause by a lack of circulation. If you have been in the same position for a long time blood flow to your extremities can lessen. Wiggling your toes and making circular motions with your feet can help blood flow return to the area.

If it is happening frequently and for extended periods of time you should talk to your doctor as it can be a sign of serious circulation problems.

when circulation is cut off they go to sleep. When they wake up they are very grumpy so they start that awful feeling for a few minutes.

if you sit with your legs crossed, and cut off circulation, then your leg tells your brain about those sensations. it is actually the blood returning to the area.
