3 wise men is a tradition. the bible says
Matthew 2
1Now when Jesus was born in Bethlehem of Judaea in the days of Herod the king, behold, there came wise men from the east to Jerusalem,
11And when they were come into the house, they saw the young child with Mary his mother, and fell down, and worshipped him: and when they had opened their treasures, they presented unto him gifts; gold, and frankincense and myrrh
notice there are wise men ( no number) but there is listed three gifts brought. this is where the tradition comes from.
Nativity scenes all vary depending who is creating them. read the bible for the accurate description, don't rely on "traditional" renderings.

Actually the wise men were not at the manager. The Bible never told how many wise men that came to see baby Jesus. Jesus was 2 y.o. when the wise men came to see Him. They need to redo the whole manger scene. You are right that there were more shepherds.

Seriously though, the whole thing is an *observance* of the birth of our Saviour Jesus Christ. Otherwise we could get into the whole December thing with snow drifts and frozen sheep and that oddball elf that wants to be a dentist.

FYI--it doesn't say there were three wise men either. There is no number associated with the magi in the Bible.

There were eight shepherds.
And people are too cheap to put all eight in their nativity sets. Also they need more cows in the manger.
Jesus is not pleased with this situation.
