What would you call an area where there is wet cement?

Can I just describe it like that?
I want to make it sound like there is that cautionary sign and the cones.

I am writing a story and there is a part where the character comes across a passage where there is wet cement and he can't get through. How would I describe this in a visual way?

I think "wet cement" works. I think if you get too detailed, it will sound silly.
