Use curlers. When your hair is damp (not wet! I can't stress that enough!) use the curlers. Keep them in until the hair is dry.
Or a curling iron. Use as usual, but while hair to almost dry, but still damp. And don't brush it after you're done!
But if you're only looking for accent curls (my hair is a little longer than shoulder length and shaved underneath in the back. My bangs are a bit longer than the rest of my hair, so I part my hair at the side and tuck all but one section of the bangs back into a ponytail. The exposed bangs? I curl it!) curl it around your finger over and over again while it's damp.
Hope I helped!

A curling iron. Preferrably one that is teflon coated, and has a steaming function. If you are not prepared to at least use a curling iron, then forget about having curly hair. You can always try scrunching it up with sea salt water and sun drying, but they are probably not the kind of curls you are after.

Aside from a curling iron, you can also just try "ragging" your hair. Basically you use strips of fabric to create the curl in you hair while it's wet. You can also acheive this by wrapping it around perm rods [the bigger ones so you don't wind up with a poodle head] and waiting for it to dry.
