I think they were just joking around. Don't you think the U.S. and the rest of the world would have gotten it by now since such a shield would make nuclear weapons useless.
Most nuclear weapons "shields" are in progress (intercepting missiles network and etc.) though most aren't reliable.

UHHH... The world would be! The USA and Now the Ukraine hold enough "special weapons" to wipe all life of the face of the earth. There might be some bunkers that would hold life for some time, however the nuclear winter that would fallow would make it just a bit cool ( too cold to harvest any plant life to feed livestock to feed you). And if you could grow food it would be so irradiated that you would die anyhow. Oh yeah, lets not forget that radiation that would be hanging out for you to enjoy :(.

yup ya better believe it bob. Moscow no more has a shield than does Washington D.C. or N.Y.C.. in the event of an all-out nuke war kiss your south end good-bye cause the fat lady will have sung her last song and it will all be over. don't bother to let me know how you made out on that cause i already know.
