I see two possibilities. You have to decide which it is:
1. He's using reverse psychology. Go along with it, and go out with him, because he's smarter than the others and might turn out really interesting. Dump him if he's no good at it and it turns tedious.
2. He's actually talking about your personality. Most guys don't look beyond your pretty face, but he's appalled by your petty self-centeredness, and by "ugly" he is mainly referring to how you treat your so-called friends. Encourage him to go into psychology or into religious ministry, then stay away.

if he means nothing to you...just freaking ignore it...or just give a remark..."you're saying that just coz you're jealous and have low self esteem!" hehehahaha. Or be sarcastic "Umm...maybe you're right....but I seriously wonder why other people hadnt really notice or bother talking to you....but NOW I KNOW WHY!"

Nothing. I would not let him know that his comments bother me. If you are indeed pretty, why do you even care? Just laugh at him.

Don't even associate with him. Plenty of people appreciate you for you. That's all you need.

he doesnt mean it girl. he only wants your attention because he likes you.
just ignore him so that he'll realize his plans doesnt work on you.
