If you really want them off your back you can tell them a few things. first the serious things.
I am not interested in joining your branch of the service. state reasons if you like. "I don't like you" is a valid reason.
tell them to stop bothering you" leave me the F@$#& alone" is about as polite as you need to be.
now the funny ones.
tell them you are Gay.
tell them you are an islamic sympathizer.
Tell them you are a Demacrat, extreme liberal.
Tell them you have a criminal history.
Tell them you have a medical condition, like cancer.
that will get rid of them VERY quickly.

Well first of all, your last statement is pretty ignorant. Let me rephrase that, VERY ignorant.
Just tell them you aren't interested. Although I doubt they have come out and asked you straight up to "sign up", I would imagine they asked you to come in for a meeting or to sit down and talk with them. Then at that meeting they would ask you to join after telling you about all their programs and benefits, but if don't wanna join why would you be at the meeting anyways?

If its not your thing, which is pretty much what you say...next time tell them "I am not signing up, please stop harassing me!!" And get their names.
I'd tell them to plain and simple "Fu*ck Off".
And couldn't you call the head office or whatever and report them for harrassment
