Please give details on all political tiers. Senators vs. Generals vs. Mayors vs. Sheriffs vs. Counsulmen vs. Alderman vs. who knows... Skip the jurisdiction. I know a Military man can't tell a Mayor what to do but he may be able to say something to a State Representative (or not). That is just an example. Don't dweel on that one. Thanks.

It depends on where you live.

In Indiana, the only person more powerful than any county Sheriff -- the only person who can arrest him on state and local charges -- is the local coroner. Strangely, in most places, the higher up the law enforcement agency, the fewer laws they can enforce. For instance, the FBI agent can only enforce Federal laws, while the local $5 an hour constable can enforce Fed, State, County and village laws!

The military would "win" only if marshal law was declared. Beyond that, the military is beholden to their civilian commander in chief, who is bound by the US Constitution.

The Senator can only try to pass laws -- they are not part of the enforcement loop.

Actually, senators can't tell military personel what to do. There is no law granting them that authority. In fact, the constitution has a law prohibiting it. The consititution states the military shall "remain..." (be?) "... Under civilian control." So in all actuallity, the president is considered a civilian. The Represenitives in the senate, and congress are special people. They alot what the president can do with the military though. That's part of our systems checks and balances. Mayors are part of the same group as senators/congress men and women. And I think military trumps police/sheriff/state cop authority to.

Technically a senator can't tell any of those people what to do. However, senators usually have a certain amount of power and many of those people will do what the senator wants for poliical reasons. I could recount some stories from Hurricane Katina where a certain Senator used his influence people at many levels of gov't and not necessarily for the good of the people.

Senators are not part of law enforcement and have no authority to command those in that field or municipal leaders. If the legislature has crafted a law for the situation, the person in question is obligated to obey and enforce it, though.

This is one of those "what if situation" who's in charge things...you need to be more specific.
