no, it's not. You're technically not asking a question so there is no need for a question mark. I would rather call her up and ask if she's hungry and take her to dinner.

well do you have her number?... if not, i'd go with, "hey lets hook up some time." (its definitive, not a question) then ask for her number.
if you have her number tell her: "i'll call you tonight so we can go out some time" again definitive.... if she doesn't want to go out she will tell you, but your being assertive, yet not rude...
