Africa, but parts of Asia and South America are catching up. This is because there is little education and very little money for treatment/diagnosis in these areas. It's sad to say, but it seems to be hurting impoverished regions the most.

I am guessing you don't watch the news very often...but it's AFRICA...there is even a place in africa where the people who have aids there don't have any problems with it...
