I've heard of this being done but I have never seen it first hand and I only heard about it before 9/11. If you weren't in the Army I would say you have a shot at getting transferred to another service but being in the Army right now it is hard enough to just plain get out. The only kind of early release I know about is if you get accepted to some sort of a commissioning program like Warrant or OCS and that is not really a release but they kill your enlisted contract. Once your active duty obligation or active reserve obligation is up and you are in your IRR phase you can switch to the Navy and they will "buy out" your contract but until then you are kind of screwed. The Army spent a lot of money training you and they are not going to just hand you over to the Navy.
If you still feel like pushing this you can talk to your chain of command and I am sure they can work something out but you are seriously fighting an uphill battle with the fact that the Navy is trying to seperate people right now and the Army is stop-lossing everyone. A simple 4187 may be all you need? Talk to your reenlistment guy and CO and see what they say.
Best route to take, call a Navy recruiter and ask them. If anyone is going to volunteer info and try to help pull strings for you it is a Navy recruiter. They'll do a lot of your leg work for you if it can be done. Keep in mind, even if the Navy will take you the Army may not let go.

The only program that I'm aware of for inter-service transfers is the Blue to Green Program, which is between the Air Force and the Army. And then, it's only from the Air Force to the Army.

Dude, what are you asking here for? That is 100% a chain of command question. It is possible though. I've transferred some of my guys from Land Force to Sea and Air in my time as a commander. Make it known to your chain of command giving damn good reasons, qualifications in your wanted job, experience in that field and so on. They won't listen the first couple times you apply but keep trying. The military is one of the only places where the saying "The squeaky wheel gets the grease" is prooven correct every day. No. you have to be free and clear of the army before you can enlist in the navy. That's what the navy's website will tell you.

communicate over with a recruiter........ as long as your unit isn't deployed, deploying, or stoplossed, you may desire to be waiting to do it. yet keep in mind, in case you got an advantage coming in, and you do not end the settlement, you will might desire to pay it lower back..or a number of it, notwithstanding if lots replace into left on your settlement.
