If a policemen pulls your car over, can she/he hear your conversation in your car as he gathers info while sitting in his car? My husband says yes, I say no way.

NO WAY! Your husband is wrong. Most states have "Wiretapping and eavesdropping" laws which prohibit both using ANY electronic device to enhance the volume of or record conversations which the persons having those conversations are not aware that they are being recorded. (Unless a court order is in place)
Any cop stupid enough to use an illegal listening device on a traffic stop would deserve to lose his job and would likely go to jail.

Although there are parabolic dish type microphones and other listening devices that greatly extend the ability of a person to hear across a distance, I am unaware of any such devices being used by patrol level officers.

most police vehicles are equipped with video recording devices and the officer wears a body mic. this records what you say when he is standing near you. however this device is unable to record what you say in your vehicle once he returns to his. now if your yelling or screaming he might pick up on what you say, but other than that you should be ok to speak freely. hope he didn't bet too much?

Yes, of course there is such a device. But you can stop it from working by wearing a hat made of aluminum foil.
