I want to add borders, frames, props or text to picture. I don't necessarily want to edit the sharpness or red eye and stuff like that

Buy Serif's PhotoPlus 11.0 from their web site or call them [(800) 557-3743] to see if they are running any specials right now.

As good as the expensive programs with an awesome tutorial, technical support, and is less than 1/4th the price.

Paint??

Go to paint.
Click EDIT and paste from.
Then you can add borders and other materials. Or just paint them yourself.

you can use microsoft publisher for borders, frames.... and adobe for red eyes sharpness
