No, before you can apply for Naturalization, you have to be Permanent Resident (not conditional) for 5 years. Unless you are in the US Military.

Whoops! I saw the 7 years and thought it was residence. You need longer I think.

I think u got to go get the green card from the capital of the state that u are in.
