They say never assume......but I'm going to ASSUME this is a big dog. You need to use a good fitting choke chain. Ask the people at the store which way to put it on. One way chokes and releases and one chokes and does not release. You can also figure it out by putting it at your wrist and testing it. You don't want to choke your dog you just want to get his full attention.
What you need to do is teach him how to "heel". He needs to be on your left side and walking with his head near your leg. When he starts to pull say "heel" and make a first jerk on the leash and then let it loosen. If that doesn't work try a lot of about facing. When you notice him getting ready to pull say heel and turn in the opposite direction. Keep doing that until he figures out that he has to watch you and pay attention.
If he chases things......everytime you notice him getting ready to bolt say "leave it!" Then give a short jerk to the leash. It doesn't take long for dogs to learn this. Practice it everyday for about 15 minutes. Longer than that and they lose interest and start acting up. Always finish your sessions with him doing it right. Then tell him OK so he knows that training is over. Do this for a few days and it will make walking him a lot more fun. Nothing sillier than seeing a dog walk a person. The person should be in charge. Watch the signs your dog is giving you before he does something. You'll be surprised how fast you learn to read him. If a regular choke chain doen't work then you might have to go on to a pinch collar, but use a good strong leash! Don't do this with one of those retractable things. They just aren't made for it. Good luck!

I suggest the following: A pinch collar placed really high up on the head, just behind the ears.
The reason you are having such a problem is that a dogs neck is the strongest part of its body. It is like having a leash on a really ripped guy's thigh. He would tear it away in moments. If, however, you put it on a more sensative area, they will pay attention.
I know that on cesar millan's (the dog whisperer) website he sells collars and leashes which are specifically designed to go just behind the ears. My dog used to pull the leash all the time, despite the collar, and when you put the pinch collar a little higher on her head, she pays ALOT of attention!

A Gentle Leader (a headcollar)is a good idea to get control over your dog because it goes around their muzzle and clips at the back of their head. The location that the leash attaches (under their muzzle) makes it near impossible for the dog to pull you anywhere. If the dog pulls at the leash, their head is forced to look at you. It doesn't hurt them, and doesn't encompass their entire muzzle, it's just a strap around their nose, so they can still breath open their mouth, they just aren't in complete control.
These web sites might help give you an idea of what I am talking about.

get a choke chain, and when ever he tuggs, pull him back, and sternly say No! or Heel! and get a retractable leash bc while having a great grip, you can stop him with a push of a button. but if he still controls you with he leash, buy a pinch collar. and then pull a bit harder, it will take some time. if all else fails, get some obedience classes. their fun! lol

Choke chains are a sure way to damage your dog's trachea. Please don't use these cruel punishers. Get a Gentle Leader and *watch the DVD* that comes with it so that you can learn how to use it. Head halters are a great way to stop a dog from pulling, and they don't punish the dog (and create other problems) in the process.
