i live in the USA..my finance lives in Amsterdam..his visa there has ran out..we want to get married..i know i have to file papers here in the states for him to come for us to do that..but, i would like to know if it is something we can do in Amsterdam where he is now..He is from Nigeria

dude, chick, whichever, if you like it there, just apply for citizenship. call a state office there and ask them what the proccesss is in getting citizenship.
or just get off a plane there and sell watches on the street corner.
no job, no taxes

Apply for the extension of his visa in Amsterdam so that he can act validly whether to stay in Amsterdam or come with you to the United States.

You can get a passport and visa and live with him for what ever tiime the Dutch allow. However, you need to get paper work started for your fiance to stay in the US. Good luck. Or you may have to live with him in Nigeria if the Dutch do not renew his visa.
