Yes...they are edible. They are what packs the punch in the spiciness of your food. You'll notice the hottest salsa contains the seeds.
People disgard the sweet pepper seeds because they want only the sweeter taste found in the "meat" of the pepper. If they were to leave the seeds in with the sweet peppers, it would be more spicy than sweet. But you can eat those seeds too.

The seeds in most hot peppers is what has the main flavor. Unless you really want something HOT, don't use the seeds.

Yes, they are edible and carry a lot of the heat. If you are buying the crushed red pepper flakes, that includes seeds. Just use the whole thing.
If you are talkign fresh peppers, you can use them, but they seeds carry much of the spice/heat, so beware.
