Since it is a Government Office, the probability of it being open is nil. The U. S. Federal Government is shut down, and most state and local government offices, as well as banks, the Stock Market (Wall Street and NASDAQ), and many other businesses are also closed. I'd say that there's virtually no chance that the DMV is open (you could always telephone to find out for certain; check the local Yellow Pages under Government - State - DMV).
