Not cruel at all and I speak from experience.
My birthday is December 26th and growing up I always envied friends who could have birthday parties outside when the weather was warm. (Add to that the double whammy of a combination Birthday/Christmas present!)
I think it's a great idea! Just take some time to remember his actually birthday in some way (a small present, a cake) so it still feels special.

Nooo This Is Not Cruel. How does your son feel about a celebration in July?
Possibly two parties... should sound like 2x the fun, to an 8yr old.
Why not keep it simple, dinner/cake Family & a Couple Close Friends of his for a movie or sleepover. With the understanding that in July there will be another cake and more festive celebration in his honor.
B'day parties this time a year are always challenging to plan.
I too have always found it a chore to come up with something indoors and hope there won't be another blizzard the big day. We have done half b'days, for my son and it somehow looses just a little something in the mix.... but, the celebration is always a blast and being with friends and family one extra day in the year 'how can you go wrong'!!

If he is turning 8, he is old enough to answer the question himself. If he wants a half birthday party INSTEAD of a Birthday party, then he might be an alien. My son would agree to a half birthday party in addition to a birthday party, but would never accept it as a substitution, that would just be silly on his part.
This might be a concept for an older child, but 8 is still pretty young to delay the gratification of a cake, friends, and of course, presents!!!!!
I would encourage you to talk with him to find out what he wants for his birthday. He might want to go bowling, skating, or to a newly released movie with his friends.
Methinks it is possible that YOU want to have the pool party. If this is the case, be patient, it will warm up soon and you can have lots of pool parties this summer! There is never a shortage of guests when one has a swimming pool.

Half year parties are senseless, because then the kid starts to think he needs to get BOTH a regular birthday AND a half birthday party. Absolutely not. Maybe during the summer let him have 2-3 friends over to go swimming. But as for his birthday, just take the kids to an indoor pool at a hotel or go bowling, or just something in the basement or the garage. Something simple but fun is the key here, so maybe not going to a hotel to swim, but something fun though.

Do you plan on the half year party to be the only party? If so, make sure that he likes the idea. And that he should remember that this will be his only party.
If you intend on giving him two parties. Then I suggest making the pool party one for friends only and the regular party for family only. That way it's fair to everyone, not just your son.

actually i have never heard of this before, my thought on the half year party is that its rediculous. why would you do that? is it because its too cold to swim? there are other things children love to do, especially at that age, he would appreciate a night out at pizza hut, or an indoor play yard with some freinds, ill say from experience, its a bad idea as to if so happened you couldn't give him a half year party every year he could get spoiled to it and you would pay for it dearly,kids only know what you teach them, give him the 1 year party and he wont later expect for you to do this.
