I think it was done by our government as well as many others during that time period. It was a time of extreme paranoia on all sides of the spectrum. Stuff happens, we sometimes learn from our mistakes, sometimes not. Not much to be done about it now.
Some of it was honest to goodness true while some of it I believe was more in line with urban myths. Do I think it was right? Well, at this moment in time, obviously no, it wasn't right. But that's hindsight for you.
