I've not yet applied for a learner permit, but want to buy a car. Can I get a theft only policy whilst I store the car and keep it in a garage? If you know of an insurer that would be helpful in NY state that would be useful. Geico, just say they need a license, but I've heard thats not necessary, just prefereable.

Try state farm. You don't need a license to either buy (own) or insure an auto. If you can't drive you can only get comprehensive insurance though. If you have a UK license go to AAA (auto club) and get an international license. US is reciprical with UK.

Get a license. Not that hard.

You must have liability coverage by law.

If you're going to borrow to finance the purchase then the
lender will require collision insurance to guard against
their loss.
