No, what you may have is a box of freezer bags that were improperly cured after being formed, or perhaps boxed too soon after being produced. These may have a strong chemical odor which may leach into whatever is stored in them. Fortunately this doesn't happen too often, but sometimes a bad batch still ends up on the market shelves. The bags are not toxic in and of themselves, but they do smell crummy and stay that way.
I would try returning these to the store they were purchased from (if you still have the receipt), or tossing them in the trash and getting a new box.

I have never smelled an odor from freezer bags. So no I say it's not normal. I would buy new ones and a different brand.

You are correct. Plastic should not be used to hold food, even tupperware. The toxins creep into the food even moreso when you heat and make it colder.

i probably wouldn't use the bags if they smelled like toxix odor.. but that's just me.. i'm think that it's not so much of a good idea to use them..
