I think the camera in your price range is the Canon Powershot A530. It has been on sale at numberous big box stores below $130. That's a good price on a good camera. The A530 was selling for $180 not too long ago. I've recommended this camera within my own family, so I'll be living with the results of this recommendation right along with you. You can use the rest of your budget to buy a decent memory card.
The Canon Powershot A540 is the big brother to this excellent camera and it has reviewed quite well, also. I have seen it selling for $170 this season in all the usual places.

You can get a brand-name SD memory card for $15-20. Look for at least a 256 MB (512 MB is better) Sandisk, Lexar, or other brand name that you might recognise.

If you're not really into "photography" you can find some decent starting cameras that aren't loaded with features or accessories starting at around $115. I recommend getting no less that 5 megapixels, and 3x optical zoom. I know Wal-Mart has quite a few with these offerings ranging from 115-150. They have a few, such as HP-425,525,527. Fuji Finepix A500-A600. Kodak C533,C643, Canon A530, Samsung S500, or Samsung Digimax D53. I would personally say get the Canon A530, or one of the Fuji's. If you are seriously into learning about photography or just taking better pictures Canon, Fuji, Olympus and Nikon are really the better brands. I'd say save up the extra spend the 200 and get the Canon A540 it's a 6 mp and has more options and features than the A530 has.

Haha. Getting something below 200 is really bad. I would recommond getting the Canon A630. Personally own this camera and it takes excellent pictures for a point and shoot. You may want to go with the older brothers of the A630, the A640 and so on. You will not be disappointed unless you want ultra thin, their pictures by the way are not the best either.
And you working, I work and I am 16, I saved money to buy the Canon XTi Rebel. So just work harder. =)

just go with either CANON, SONY, OLYMPUS brand
you'll want to get a digital camera with at least 6.0 megapixels, anything below that is old news. ALSO, look for one that has image stabilization so you don't get blurry pics. i have a samsung 7.2 megapixel camera, but the only thing i hate is that when i try to take a picture using no flash feature, i rarely get a clear picture...i don't know why. anyway, that's why i mentioned getting a camera with image stabilization. also, really read your manual and understand all the functions...because it really makes taking pictures fun, when you know what settings will be best. ALSO, invest in rechargeable batteries, because digital cameras eat up batteries like crazy. it will be a wise investment.

For the amount that you are looking to spend i am not sure how GREAT of a camera you will get. I have 3 different ones the Sony Cybershot DSC-U50, the Sony Cybershot W70 and the Nikon Coolpix. All of them are really good. Depends what you are looking for i prefer a small slim camera with digital and optical zoom so these work great for me. However they are all above 250.00

I have a Nikon l3 we just bought and I like it better than the canon. canon has had some lens problems they won't own up to what ever brand you chose do your home work on researching what you want to buy. just type in your search engine. (problems with and then the camera your looking to buy ) that's what I did before I bought the Nikon I wish I would have done that with the canon. you should also invest in rechargeable batteries as most of the cameras out their gobble up the batteries
best of luck
