Iran and Syria. They want Americans to leave so they can swoop in and take Iraq over for themselves. Their strategy to do this is fund fighters so Americans will eventually get warwearied and leave.

The insurgents in Iraq are composed of different groups and factions in competition with one another trying to gain power. These groups are the reason for the ongoing sectarian violence. So their funding comes from different sources.
