Report it to the DA's office and to the people in charge at the jail. Then if nothing is done, get a lawyer. (WHO runs the jail? City or county? Report it to the proper agency, either police of sheriff.) And you might think about reporting it to a local news paper or TV station. In a situation like this, the more people that know, the better off you are. If he is black, call the NAACP for help.

You don't. Because of liberals and their constant harping about the rights of hardened criminals, prison has become a place where the criminals are not controlled. Because these are evil people who like to hurt others and they don't have access to anyone else, they hurt each other. Our society absolutely does not allow the prison guards and system to do what is necessary to put a stop to this. In real terms, this means that rape is commonplace and gang warfare is the rule. You do not complain about this. The reason is that, if you make enough noise, the prison officials might do some very minor thing to try and intervene. The result will be that prisoner being murdered and a possible contract being put out on his family....resulting in them being murdered also.

Believe it or not, the FBI does investigate these things. The bad thing is that the guy or gal is stuck in there while the investigation goes on.
My friend who is an FBI agent investigated a case where the guy was raped in custody and told his sister about it. He totally denied it when the FBI came, he was scared to death to testify.
So, even if you do report it, it may not come to much.
I do wish you luck, even as a retired cop, I don't think its right when people get abused in prison or jail.

Call the prison and explain the situation, bear in mind even though you are the one reporting the abuse the person inside is going to be accused of being a snitch.......but their safety is more important

Honey, if the prisoner can't get anything to happen to stop it, I doubt you will be able to. Send a certified letter to the warden. Consult a lawyer.

The problem is that no one cares. I do not mean to be rude either. Prison abuse is a serious problem, but since they are criminals, no one cares.
