First, it was really smart that you wrote that note...he's probably saying no cuz he's so shy and doesn't want u to know he likes you.
You should just be casual around him, maybe talk to him some. If he's shy, chances are he has a crush on you too...espcially if he seemed nervous when saying "no"
If he doesn't like you, he's not the one. And probably not good enough for you anyway. There are so many more awesome guys in the world.

well, this would take a while but it should work out pretty nicely.
First be firends with him simply by talking about things both of you can relate to.
Then as time goes on, more casual conversations may lead to deeper understanding and relationship between the two of you (at that point it would be more than just friends)
This is a gradual process but it's less likely that your hopes are crushed.

Well if he told you that he did there's a 50% chance that he wasn't lying. But there's still that other 50% chance that he does indeed like you. So my advice to you is too keep playing the field and talk it him a little bit and get to know him. But it's not always good too get to know a person too well or it might be awkward to try and date him if you two end up being good friends.
So talk to him a little more and see where you think he see's you.

hang out with him, as friends, show no signs of a crush, not yet; not until you get to know him. So be assertive to make him a friend, let it play out for a while; and then, before 'you're just a friend' comes around, tell him how you feel and see where that takes you. Of course if during the friendship, he shows signs of interest, take the opportunity. Git 'r Done.

Trial and error.
Become friends with him...then try again. Why give up? But keep your options open, don't focus all of your energy on him. Keep it cool and be friends. The best relationships happen that way: first they're just friends, then they have a relationship.
Don't bring it up too soon. If he's shy, you'll scare him off.
Get to know him.

It sounds to me like he is intimidated by you. Most boys run a mile if you chase them. If you want him to like you, don't make a fuss in front of other people, don't show off, don't tell him lies. When you see him just say Hi, smile and continue on your way. Try to show him that you are not going to embarass him so that he may begin to trust you and let him make the next move. Good luck.
