Comparing golfers of different generations is tricky, at best.
Allot of variables... different levels of competition, different types and lengths of courses, vastly different club and ball technology
But based upon what I've read and seen, my Top 10 reads:
1st- Bobby Jones (so good, so young; 7 majors and retired at 28 yrs old; only golfer to win US Open, US Amateur, British Open and British Amateur in the same year)
2nd- Ben Hogan (car wreck almost ended his career; 64 tour victories and 9 majors)
3rd- Sam Snead (86 PGA Tour victories, 7 majors)
4th- Byron Nelson (52 Tour victories, 5 majors)
5th- Jack Nicklaus (73 tour victories, 18 majors)
6th- Tiger Woods (54 tour victories, 12 majors & his career isn't over yet)
7th- Walter Hagen (44 tour victories and 11 majors)
8th- Arnold Palmer (62 tour victories and 7 majors)
9th- Gene Sarazen (39 tour victories and 7 majors)
10th- Gary Player (24 tour victories and 9 majors)
Honorable Mention: Payne Stewart (11 tour victories and 3 majors)... a class individual.
Although I have Hubert Green's autograph, he can't crack my top 25... sorry Hubert.

Greatest golfer with an entire career, the answer is Jack Nickolas. But the greatest golfer of all time at any time on the course is Tiger Woods who also, after a career, will be the greatest of all time, better than anyone. When Tiger Woods is flawless, nobody, and I mean nobody, is in his class. He's the greatest that golf aficionados have ever seen.

No question, the only two worth discussing are Tiger and Jack.
I'd vote for Jack Nicklaus. Here's why.
1) He excelled at every level. Juniors, NCAA, amateur, and the tour. Yes, just like Tiger.
2) He dominated the majors. Yes, just like Tiger.
3) Here's the difference. Jack dominated over a long period of time against a much stronger field than Tiger has - so far. He won his first professional amateur in 1963 and his last in 1986, a span of 23 years. Tiger may be able to match this - no one knows yet. Jack played against MUCH better competition, though. Jack had Arnold Palmer, Gary Player, Tom Watson, Johnny Miller, Lee Trevino, Seve Ballesteros, and Julius Boros (and probably several others that I've forgotten) to contend with every week. Tiger has Vijay Singh, Phil Mickelson (sometimes - when he isn't choking), Ernie Els (sometimes - when he isn't sucking), and that's about it.

I do believe that Bobby Jones was the greatest golfer that will ever live. I believe he did more for the game of golf then anyone even though he was not a pro.
