first, make a copy of the background as a second layer.
then erase everything on that second layer except her eyes.
next, switch to the background layer and change the whole thing to greyscale.
finally, put the second layer back on top, and merge the layer down, and you will have blue eyes on a black & white picture.

What I do on this subject is I take the image and I turn it black and white. Then, using a tiny brush (3 or 7 pixels for smaller pictures work nicely) preferably in a star shape, I choose my color (which for you would be blue) and look up at the top toolbar. Where it would say "Normal" change that to "Hue" or "Color." From there, zoom in so that you can see the eye really large and begin to color the iris. It takes a bit of practice but once you get used to it, it becomes really effective and you can turn eyes from blue to brown, gray to green, even to pink! Just a warning, it's incredibly difficult to go from a dark color to a light color. But practice makes perfect.

Use the polygonal lasso tool (second tool from top on left side, left mouse press to see all available tools of this type) to draw an outline around one eye. It's easier if you zoom in to do this with the magnifying glass tool. Then hold the shift button and draw another outline around the other eye. Now click shift+ctrl+i at the same time to select inverse. This will select everything except the eyes that you selected initially. Now click Image > Adjust > Desaturate. The picture will be greyscale except for her eyes.

Cut her eyes out and paste it on another layer, then change the picture levels so that it's gray.

Use your color picker (wand) to select the color you don't want to change (her eyes). Then 'Select Inverse' to select everything but that color. Then Select Image/Adjustments/Desaturate. That should do it.

you have to use a color balance (I know it is a balance of some sort), invert the color balance and then etch out what you want to be color.
