Easy -- Saddam's reign.
Saddam is responsible for the deaths of at least 1 million of his countrymen and women. And another million Iranians. I don't have a good figure for the number of Kuwaitis that were killed during his invasion.
The U.S. has a LONG way to go to match that record.

If you're serious with your question, we are in some deep do-do. Jeez. Why don't you ask a hundred thousand Kurds. Why don't you ask the 62 that Saddam killed the day he was installed as little Hitler. Most were his friends.

By time spent America by far and all those deaths ordered by America during the Iran Iraq war FAR outweigh the ones done by Saddam.
