Rent a powerwasher and buy a chemical cleaner to use in it. It's usually not that expensive and they make cleaners designed exactly for that purpose. I've never heard of a sealent for brick walls. Most people just resign to a through powerwashing ever year or so when it needs it.

First, you need to find out why there is a moisture problem. Mold cannot grow without moisture and a food source. If the walls are concrete, the food source could be wood, dust, etc.

Once you have remedied the source of water intrusion, you must remove the mold from the premises. This can be done with a mild detergent and water. Bleach WILL NOT kill the mold, so don't waste your time. Make certain the walls are completely dry prior to sealing the walls. I would recommend using UGL masonry paint for that. buyer beware.
is this a wall above or below ground? Beware of mold. It tells you something is wrong. Check and look where the mold starts/stops. Whats on the other side of the wall?

You need to kill it. Apply 1 gallon water to 1 gallon of bleach. Spray and let it dry on. Once dry, brush off, seal with BENZ primer and then paint.
