my 98 ford explorers hood wont open and when i try it wont do anything when i pull the latch. Is there any way i can jimmy it open and where can i get the parts to fix it? I'm currently stationed in Germany

sometimes they are released, you just have to push down gently and they will pop up.

or try a slim jim like used on a door, :)

if you feel behind the lever, you should be able to feel a very small steel cable attached to the lever, use a blunt object, around the cable and pull it further than the lever does. If this works, start looking for a new release cable, of it doesn't work, you will need professinal help.

follow the cable under the vehicle and where it attaches to the latch you should be able to reach the latch from the underside of the vehicle to release the hood latch.

It's probably already released but didn't pop up. Try gently prying up on the front of the hood.

from under the front of the vehicle you can reach between the grill and the radiator and flip the latch.
