I'm assuming you're using a digital camera and can change the quality settings. Normally you'll want to set that to FINE (or HIGH) and the largest resolution you can. A six megapixel camera peaks at around 3008x2000 pixels. If you can shoot in RAW format, that's the best way to go.
[edit] Well, if you're wanting to increase the quality of a photo that's already been scanned, there are a few options. One is to get the negative (if you can) and have it blown up. Second, if all you've got is the digital image, you might want to try messing around with the color levels, the histogram, the exposure, layer duplication and blending, the unsharp mask and selective burning/dodging/sharpening. It can take a little work and can be kind of difficult to begin with, but you'll get the hang of it eventually. Just remember to make a back-up of the file first. ;)

Since you're trying to read something in the photo, I'm assuming either the writing is blurred or otherwise unclear and is preventing you from reading it. The problem with this is that if you're unable to take the photo yourself, you might not be able to recover it. If the photo is blurred by hand motion, it's possible to try reversing it if it's not severe. If it is slightly out of focus, sharpening it in Photoshop might help. If the writing is small on a film photo, you can try scanning that section at the highest resolution to try to get as much detail out of it, but note that the scanner can only resolve so much.
If the photo is digital, you don't have access to that piece of paper, and the photo is either blurred or the writing is too small, it is near impossible to get that data back. If it's too small, zooming in and sharpening will not help. At that point, you'll have to make guesses.

look for an icon that looks like a magnify glass, each click zooms in. zoom in as far as you can and if its not clear enough to read try using the sharpen mask (filter-sharpen-sharpen or sharpen edges) then try playing with the contrast and brightness
(Enhance-adjust brightness/contrast- brightness/contrast) more contrast (maybe less brightness) may bring out the writing. depending on its location in the picture and the focal point you may not be able to get, but good luck.
