it depends on what type of a girl she is.
if she is very simple and conservative kind of, she will not like it. she may go to an extent of complaining
but if she is a girl who is very hot and this normally occurs with her and if she doesnt mind what people talk about her, she wont mind even if a guy stares at her all day long

For Me I'm a HOT girl so I don't Mide them looking CHEST, but I think for other women they don't like men looking at the Boobs (If they have any) because they think that there not listening to their words.
