Dogs derived from wolves, foxes, and cyotes. All three use many body postures to establish dominance, the tail is one of them. The higher the tail is raised, the more dominent they are.

I have a big Shepherd Akita mix, and when he is happy, his tail is curled up, and when he is scared, or sad, or upset about something, he puts his tail down, or between his legs. They have body language just like humans, only they have a little different way of showing it!

Have their tails on their backs? As opposed to where and what dog are you talking about? There aren't many breeds that have curled tails if that's what you mean.

Pugs are little & they have their tails curled on their backs,as do Lhasa Apsos, Pekingese, Siba Inus - lots of breeds, big (Akitas, Chow Chows, Siberian Huskies) & small, have curled tails. It is just in their genes!
