Meeno is right but the lodger's share is probably included in the rent. Council tax is estimated on the property and not on the individuals living in the property.

Most rent covers an amount for council tax. But if its someone lodging with someone who gets any council tax benefit then the benefit will be reduced according to how much the lodger is earning.

lodgers don't unless stated in your contract but tennants do.
