I really think if it's her fault, she should make the first move. If you make the first move, it will become a pattern. She messes up and you feel sorry for her and take the blame for her actions. If she cares, then she will apologize. If not, she don't got much love for you at all.

If she's your g.f. make the first move just this once, if not cut be a gentleman and talk about it, some ppl have difficulty saying they are sorry, you should just go for it.
