Do you mean... like the difference between using a wand, or an athame, versus just using your mind?
The difference is merely that you can't do magick solely with the conscious part of your mind--you have to also use your subconscious. Ritual (colors, crystals, incense, and other tools) can speak to that subconscious level in ways that your conscious mind never can.

From what I know/practice, tools are instruments to help center your attention to the task at hand so that you intentions are clear. Also it helps bring the attentions of the Goddess/God or other spirits that you are calling upon to you, so that you spell has a better chance of success. But the most important tool to use is your mind. For it reall controls all the magik that you wish to use. Which is why meditation and the clensing of ones thoughts is so important.

you need to state your question more clearly. keep in mind, nothing and no one can make a person do something they don't really want to do subconsciously. also, be aware that the wiccan mantra above all is "HARM NONE." if you're trying to make someone do something that will harm them, you won't be able to do it, or if you do, your "wish" will be thrust back upon you threefold...if you want someone to be embarrassed in front of someone else, it may happen, but then, you'll be even more embarrassed, three times (or more) worse than the person you wished it upon. HARM NONE HARM NONE HARM NONE!!!! if this didn't answer your question, you need to define it more clearly. blessed be.

You don't ever need tools. Tools are there to keep you focused. Many beginners have to us them from getting distracted, and once they can direct their energy, they don't have to use them anymore.
