Carbs are only "bad" because they can be converted to fat, and perhaps also because of concerns about diabetes (at least for simple carbohydrates like sugar). Fat, on the other hand, is never converted to carbohydrates, and it's extremely hard to burn.

Also, carbs are 4 calories per gram, where as fat is 9 calories per gram, so for the same amount of calories, you can eat more carbs and feel fuller. So carbs are much better.

Neither one is actually better than the other and both are a necessary part of a healthy diet. Fad diets like Atkins, where you restrict carbs and eat fatty foods, cause a great deal of harm to your body over the long term. Yes, you can get the slim attractive figure we all desire, but it's at the cost of future health.
The notion that you can eat more carbs and feel fuller is false, actually a fatty diet makes you feel fuller longer - not that I'm recommending a diet of fat.
Also, Eating either carbohydrates or fat to add fat to certain parts of the body is complete bunk.

it all depends on the type of fats and carbs that you are consuming, your level of activity and your body composition..

fat is better to eat depends on who you are. If you are gaining weight in the buttucks, theighs, calves, stomach, and arms then dont eat carbs. Anywhere else then dont eat fat. You really shouln't eat either
