I'm guessing you have been watching the TV show? At my agency, the equivalent Division is called "Sex Crimes", and detectives are assigned to it after they have a number of years working on the street as a police officer. I would say go to college, get your degree (maybe criminology or sociology and throw in a little women's studies). When you are 21 (at least in my state), you can become a police officer.
