In Spanish, Roger is Rogelio (pronounced ro-HEH-lee-oh)

The female equivalent would be Rogelia (pronounced ro-HEH-lee-ah).

Or perhaps you choose something like Raja (or Rajah). It still sounds like Roger but this actually means "king" in some languages.

Maybe Rosia (pronounced like RO-zhah in my head)?
Which leads me to more conventional names like Rose, Roseanne, Rosanna...

Regina also sounds similar...

Rosario

Roger, in English, comes from the Spanish Rosario which was originally a male name, but in the 1930's it became predominately a female name.

I'd go with Reggie, as it can be for a girl or a boy.
