First, you have to understand how bi-polar affects a person (which I think you already do). It's really not her fault for having extreme up and down days. I suffer from bi-polar and find myself doing the same exact thing. However, talking to her about how she's affecting you could go one of two ways. She'll either accept it or not, depending on how you tell her. If you go to her and flat out tell her "she's annoying", chances are she's not going to accept it.
However, going up to her and telling her what you like and dislike about her might be the better way. Me, personally, I would start a conversation, get her laughing and in a good mood, then ask her "(insert name), what do you like and dislike about me" and ask her to be honest. After she does that, explain to her that you know she has bi-polar and it sometime annoys you when she has those days. Afterwards, let her know that you'll still be her friend through this and will continue being there for her. Then start talking about how hot that guy is on Smallville is.......

There are a couple of possible conditions that you could have, the best thing that you could do is meet with a psychotherapist to evaluate your symptoms. If I were you I would sit down and have a calm discussion with your parents or legal guardians about the emotions that you have been experiencing and tell them that you don't feel like your current doctor is treating you properly. While a psychotherapist is a good start to helping diagnose and illness it is also important to start meeting regularly with a counselor either at school or finding one on your own so they can keep tract of your progress and emotional well being as well as being there for someone to talk to when you feel like you can't go to anyone else.

Well, more than anything, you can tell her that she's annoying YOU with it, and give her the end results of that (e.g., that you will back off, you won't be her (close) friend anymore, that you'll avoid her.)
Everyone, no matter HOW "mentally ill", delusional, or "out of it" has choices they can and do make. A person with lowered moods does not necessarily "fish for compliments", or manipulate others - it could be an indication of something else, such as lowered self esteem.

Being Bipolar myself, I know sometimes it's a mater of adjusting and readjusting medications. Hope she can get the help she needs. If she's seeing someone there really isn't anything you can do except stand by her. Even, if at times, that seems hard.

If you're really her friend, you'll keep your mouth shut about how annoying she is. I mean, hellooo? She's battling a terrible mental illness, what she needs is support. She has a chemical imbalance in her brain, if she could be normal all the time, she would be.

you cant realy , i mean you can but you may tell her and she be fine with it, and then next she may be ripping you appart, one thing you have to realize it is not her fault and she cannot help the way she is and being annoying does come with this, so realy you have to decide if you want to be friends with her or not
