First of all....cut out the table scraps. A quality dog food has all the nutritional value that your dog needs. One way that I found to put weight on a dog is to mix canned food with the dry food for at least 2 feedings a day.
You didn't say how long your dog was gone or how long she's been back. Dogs are like people in the respect that they don't gain or lose weight overnight. It may take some time to put the weight back on her if she went hungry for a long period of time.
In any case, if your dog has been running loose for more than a couple of days, you should have her checked by a vet immediately to see if she was exposed to anything during her adventure. OTC dewormers are not always reliable (kind of like OTC flea treatments) and are usually only for certain types of worms. If your pet has contracted heart worms...she should be seen and supervised closely. In some cases, the dying worms are more dangerous to them than the live ones.

Stop feeding her table scraps, they are bad for her! Get her to a vet to make sure that there nothing else wrong! The vet can also recommend a high quality dog food (not like Purina, Pedigree, etc) that can actually help your dog gain weight!

Don't feed your dog table scraps. There are certain foods (onions, grapes, chocolate, etc) that are very toxic to dogs. It's best to feed them dog food so they get the correct nutrients.
Some dogs are just skinny. Ask your vet just make sure nothing is wrong with her. My dog lost a lot of weight because he had a liver disease. We didn't know until it was too late.

You need to get her to the vet for an exam..also if you dewormed her with an OTC product it is ineffective and can be dangerous to your dog. You need to take a stool sample with you to the vet and get a fecal test done. If there are worms then the vet will know what type(s) and will give you the appropriate meds. Also you aren't feeding your dog properly. Table scraps aren't enough nutrition wise and aren't a healthy choice for your dog. You need to get your dog on a good quality kibble such as Canidae, Chicken Soup for the Dog Lover's Soul, Innova, Solid Gold, Blue Buffalo..to name just a few. If you want to feed a raw or homecooked diet to your dog then you need to learn how to do it properly so the dog will receive the proper nutrition.

You need to feed her hard dry food.At least a cup or two with some warm water with the tablescrapes.Like meat. Then after it has become softer then give it to her. If you don't have table scrapes then use a half a can of wet food.

Your best bet is to have a vet check her over and make sure that there is nothing wrong. If you used over the counter wormer it may not have been enough. It just may take her a while to get the weight back on, but please get her checked out just to be sure.
Love her to pieces and please don't let her get lose again. People do bad things to stray dogs.

Have you taken her to the vet? She may have an underlying condition that wroming won't fix. Are you feeding her a good healthy dog food, that can play a role in her underweight condition also. But I would be fore changing her food, call my vet if you haven't already.
