The arm of the condemned is swabbed with alcohol before the needle is inserted. Along with its antiseptic use, the alcohol also causes the blood vessels to rise to the skin's surface, making it easier to insert the needle. The needles and equipment used are also sterilized. One reason for this is because the needles are standard medical products that are sterilized during manufacturing. Also, there is a chance that the prisoner could receive a stay of execution after the needles have been inserted as happened in the case of James Autry in October 1983 (he was executed eventually on 14 March 1984). Finally, it would also be a hazard for those handling unsterile equipment.

A stay of execution is a court order to temporarily suspend the execution of a court judgement. In cases where the death penalty has been imposed, a stay of execution may be sought to defer the execution of the convicted person. This may occur in light of new evidence that will exonerate the convicted or in attempts to have the sentence commuted to imprisonment.

If the person has been injected with the lethal substances and then the governor calls to stay the person's execution, the person is given drugs to counteract the lethal substances. They use sterilized needles so that the person won't die of a disease that was transferred by the needle after having his execution stayed.

Because it is the medical thing to do. Also it protects the one using the injection as much as the one receiving it.
