Free standing as opposed to "guy wire" stabilized. Guy wires arranged as a network around a high tower can stabilize it, and the presence of such cables precisely what not being "free standing" implies. The highest free standing tower in the world is currently the CN tower in Toronto, which does NOT have cables.

Because they stand free of support.

The CN tower in Canada (Toronto I think), is very very tall, but it is not freestanding - it has wires to help stabalise it and hold it secure.

Likewise, tall radio masts generally have wires to hold them up.
