Any of the toy dogs would be a good choice. Check the "dog breed selector" sites. There are several. They would give you a good idea of which breed would be good for your situation and your personality. The regular-sized terrier would not be a good choice, not would any dog that likes to run. Then, again, if you live near a dog park, maybe they would be okay. Also, if you could get your dog involved in an activity such as agility, or maybe catching frisbees, the dog could run off some energy. You really need to explore the "dog breed selector" sites.

First let me say that I've lived in New York City for a number of years and I've seen just about every breed of dog there is in the city. It depends in part on how much time/energy you have to exercise the dog. Smooth collies, mastiff breeds, keeshonds, brittany spaniels, and the always popular labrador and golden retrievers are possible if you're willing to do a couple long walks a day. Wheaten terriers and norwegian elkhounds require somewhat less exercise, and any of the smaller long-haired terriers (scotties, cairns, yorkies, etc), dachsunds, basset hounds, and english bulldogs also seem to be popular choices. If you want to go exotic there are two Italian breeds, the spinone and the bracco Italiano, that are well-adapted to city life.

I live in the city and also in an apartment. I have a maltese x poodle. She is a fantastic dog. She has an amazing temprament, is very intelligent and doesnt shed hair. She doesnt need much excersise (I do walk her every day for about 15-20 mins and once a week I will take her for a long walk). If it is raining and I cant take her walking, she amuses herself around the house. She doesnt bark much, but maltese dogs can be known for yapping. As they are so intelligent though, (and especially with the poodle mix) it is very easy to teach them not to bark much - only when they absolutely need to.

Small dogs are definately the best if you live in a small place as they need minimal excersise. Poodles and poodle mixes are very intelligent and easy to train as well as little to no shedding of hair (depending on the mix). This is a blessing in a small living space as the smaller the place, the more hair you will find around the place!!

You could look on www.dog.com.au and take a test to see which dog suits you best. Once you have completed the test, it will reccomend dogs to you with pictures and full breed profiles. Good luck with finding a dog!!

All dogs need exercise, no matter what the breed. All dogs will need time and patience from you to adjust to a new routine, whether you adopt an older dog or a new puppy. I find that people who adopt successfully have already got things in place for the dog - a dogwalker, or daycare situation being most important. That said, I have a Rat terrier (4 yrs) and a Border Collie mix pup in my apartment. I train agility with both of them, and the pup is crated or at daycare so she doesn't make mistakes in the house or hurt herself. I make sure they're tired out and they are both great in the house!
Looking at sites like http://www.urbanhound.com for resources is a good idea. You can find info there about off leash times, dog walkers, and other concerns that city dogs have.
Good luck!

French Bulldogs are good apartment dogs. The are not very big, rarely bark, and they do not need very much exercise.
