yes, but only if he sits quietly. if he even starts to make a move, noise or beg i put him straight in his crate and ignore him until i have finished. He is getting much better about it now and generally just lays at my feet.
in the wild the pack leader always eats alone, your dog will understand that better than any punishment.

Yes, all the time. She has no problem with begging and she could care less if I eat or not ... lol. She will just lay quietly a next to me.

Yes, I do, because all he does is watch me. He patiently waits for me to get through, because he knows he will get a bite. I don't feed my dog any table scraps, only dry dog food, so his little bites are treats for him. I would not allow it if he begged or barked or otherwise interrupted my meal.

yes, he watch on me everytime..he watch my moves,,eating, cooking drinking watching tv reading books doing computer getting in and out of the house etc etc.. he is my watch dog.. oh yeah, when I am eating, he would play and wait for his turn that I would make move to give him his food later. I am not saying he is perfect, he has nasty habit too.
but when I am not around, he knows I was gone for shopping, going to movies etc. etc.he patiently waits..and I feel guilty leaving him but I feel joy when he's glad to see me again and start watching every moves I make again and again..LOL.. . I think that is normal.. when he loves you.. so all I can do is treat him special too..I think he watch me and I watch him too ( I mean supervise him around the house).. give and take..
