Ear plugs will generally block out a whole range of sounds. But in my experience, noise reducing headphones are best at reducing steady noises (like the drone of the jet engines on an airplane).

I work in a very noisy place, and have used both. Unless you plan on using the headphones to listen to something (i-pod, FM radio, etc.) a good pair of foam earplugs will mute as much noise as the Bose.

I have a pair and I can say, yes. I sit and watch my child in gymnastics while I play my portable movie player. Around me are young mothers and babies. Sometimes I have to turn up the volume, but for the most part they are tuned out. Best.
